PURPOSE OF CONSULTANCY

This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

The National PAHO Consultant (Project Management Officer) plays a pivotal role in ensuring the successful implementation of the “Building resilience by improving emergency response and disaster preparedness for the people of Sint Maarten” project. With a primary focus on constructing, outfitting, and pre-stocking one resilient SMART emergency shelter, as well as providing community training in disaster preparedness response, the Consultant will leverage their extensive background in construction and project reporting. This will assist with planning, coordination, implementation, monitoring and evaluation of the project.

DESCRIPTION OF DUTIES:

TERMS OF REFERENCE

TASK MANAGER: Pan American Health Organization, Trinidad and Tobago Country Office

TECHNICAL ACTIVITY: Building resilience by improving emergency response and disaster preparedness for the people of Sint Maarten (Project Management Officer)

TIME FRAME: 1 April – 31 December 2026 (with possibility for extension)

LOCATION: Sint Maarten

I. BACKGROUND AND RATIONALE

In December 2020, the Pan American Health Organization (PAHO), signed an agreement with the European Union (EU) to assist the Government of Sint Maarten to “Build resilience by improving emergency response and disaster preparedness for the people of Sint Maarten.” This Project, implemented by PAHO, aims to improve the health and safety of the population of Sint Maarten by supporting the construction, outfitting and pre-stocking of a “SMART” emergency shelter (output 1) and building community resilience and capacity on disaster preparedness and climate-smart adaptations (output 2). The Project will also complement activities and other ongoing programs, such as the Emergency Recovery Project (phase1) being implemented by the World Bank through the Recovery, Reconstruction and Resilience Trust Fund.

The Overall Objective of the project is to improve the safety and health of the population of Sint Maarten. While the Specific Objective is to improve emergency response, rebuilding and disaster preparedness for the communities of Sint Maarten.

There are two expected outputs of this project:

1. One resilient SMART emergency shelter is constructed, outfitted and pre-stocked (EU Project document was amended in March 2024)

2. Communities in Sint Maarten are informed and trained in disaster preparedness response.

On November 2025, PAHO formalized with the European Union an extension to complete the construction of the hurricane shelter until December 2027.

THE CONSULTANCY OBJECTIVE:

The National PAHO Consultant (Project Management Officer) plays a pivotal role in ensuring the successful implementation of the “Building resilience by improving emergency response and disaster preparedness for the people of Sint Maarten” project. With a primary focus on constructing, outfitting, and pre-stocking one resilient SMART emergency shelter, as well as providing community training in disaster preparedness response, the Consultant will leverage their extensive background in construction and project reporting. This will assist with planning, coordination, implementation, monitoring and evaluation of the project.

II. SCOPE OF WORK

In line with the projected timeline, under the supervision of the Program Management Specialist for Aruba, Curaçao, Sint Maarten, Bonaire, Sint Eustatius, and Saba, the Consultant will undertake the following:

Construction Phase – Monitoring, Checks & Reporting (April/ December 2026)

  • Participate in the Pre-Construction Meeting and document action points, responsibilities, and deadlines

  • Monitor mobilization, surveying, and site preparation activities and maintain a weekly status log

  • Track progress through groundbreaking and early works, providing timely updates, risks, and deviations

  • Monitor and document all major construction milestones, including:

    • Construction-phase reports to PAHO, including photos, progress summaries, delays, risks, and contractor performance observations

    • Ensure all inspection, supervision, and quality-control observations are accurately recorded and shared with PAHO’s engineering/technical teams

    • Maintain the live action tracker for all construction activities

    • Flag Issues that may delay construction progress

Outfitting Monitoring (August / December 2026)

  • Track and document progress of key installations, including:

    • Generator (installation and testing)

    • HVAC / AC units

    • Kitchen equipment

    • Landscaping works

    • Parking, driveway, and exterior works

    • Provide regular outfitting progress updates and compile photo evidence

  • Flag issues that may delay handover or final inspections.

PAHO Liaison Sint Maarten

  • Serve as the on-island point of contact between PAHO, Government counterparts, the contractor, the architectural design firm and stakeholders.

  • Support coordination of site visits, inspections, meetings, and documentation requests

  • Ensure timely flow of information to PAHO TTO, Headquarters and Procurement

  • Provide concise weekly or monthly status reports as required.

Perform other related duties as assigned.

III. PROFESSIONAL QUALIFICATIONS AND REQUIRED EXPERIENCE

The Consultant should have knowledge and experience in the following areas:

Essential

– University degree in health, social science, environmental science, engineering, architecture, or related field from a recognized university

– At least 5 years post qualification experience in program/project planning and reporting and/or program administration of construction projects

– Experience liaising with building contractors and architectural design firms /consultants in project advocacy and/or enhancing visibility with government agencies, policymakers, and other relevant stakeholders.

-Must be a citizen of Sint Maarten, or otherwise legally eligible to work there

– Experience in procurement and contracting in the Caribbean region, and working or interacting with national institutions such as Ministry of Health, Ministry of Public Housing, Spatial Planning, Environment and Infrastructure (VROMI), others on social development projects in the Dutch Caribbean

– Strong professional oral and writing skills, including the development of

reports, oral presentations and technical documents

-Good interpersonal and communication skills

-Excellent computer skills

-Fluency in written and spoken English

Desired

-Knowledge and experience working on previous PAHO/WHO/UN projects

– Knowledge on linking structural and operational safety with green interventions at a reasonable cost

-Knowledge of the building/construction environment on Sint Maarten

-Knowledge of building codes, legal and environmental standards on Sint Maarten

-Knowledge of Sint Maarten’s disaster and preparedness procedures.

The total consultancy fee is US$46,800.
